Senior Estimator


Reporting to: Head of Estimating

Role Overview


The Senior Estimator is responsible for leading the preparation of cost estimates and tender submissions for complex infrastructure projects within the marine and heavy civil engineering sector. The role combines hands-on estimating expertise with leadership of bid activities, ensuring cost plans are accurate, competitive, and aligned with delivery and risk strategies. The position also contributes to continuous improvement across pre-construction functions.

Key Responsibilities

Estimating & Cost Planning


  • Lead the development of detailed cost estimates for large-scale infrastructure projects.

  • Review project documentation to define scope, methodology, and resource requirements.

  • Prepare comprehensive estimates covering labour, plant, materials, subcontractors, and specialist equipment.

  • Validate take-offs, production rates, preliminaries, and risk allowances.

  • Ensure pricing reflects current market conditions, construction methodologies, and project-specific risks.

  • Support value engineering and cost-efficiency initiatives.

  • Review post-tender performance to inform future estimating strategies.

  • Coordinate with bid support functions to produce high-quality submissions.

  • Prepare outline programmes to support tender submissions.

Bid Coordination & Governance


  • Manage tender processes from enquiry through submission within required deadlines.

  • Coordinate inputs from engineering, planning, and commercial teams to ensure alignment.

  • Support pricing strategy discussions and ensure compliance with tender requirements and internal approvals.

Supply Chain & Market Engagement


  • Engage with specialist subcontractors and suppliers to obtain competitive pricing.

  • Review and assess subcontractor quotations for scope, risk, and value.

  • Attend site visits and meetings to develop a clear understanding of project constraints and opportunities.

Leadership & Team Support


  • Support the management and development of estimating team members.

  • Encourage collaboration across pre-construction and delivery functions.

  • Promote consistent standards and best practice within the estimating process.

Process Improvement & Data Management


  • Contribute to the development of estimating tools, systems, and methodologies.

  • Support continuous improvement initiatives across pre-construction activities.

  • Encourage effective use of digital tools and data-driven estimating approaches.

Internal Collaboration


  • Work closely with engineering, planning, commercial, operations, and business development teams.

  • Provide input into feasibility assessments, risk reviews, and value engineering exercises.

  • Support senior leadership with market insight and commercial intelligence.

Qualifications & Experience


  • Degree-level qualification in a construction or engineering discipline is desirable but not essential.

  • Significant experience in estimating within marine, infrastructure, or heavy civil engineering sectors.

  • Proven experience operating at senior estimator level on complex projects.

  • Strong understanding of construction contracts and commercial principles.

  • High level of competence in cost analysis, reporting, and tender preparation.

  • Advanced numerical and analytical skills with strong attention to detail.

  • Ability to interpret technical drawings and specifications.

  • Strong leadership, communication, and negotiation capabilities.

  • Ability to work under pressure and manage competing deadlines.

  • Proficient in Microsoft Office and relevant estimating or planning software.

Working Arrangements


  • Flexible working arrangements including office-based, remote, and site attendance as required.

  • Travel to project locations may be required depending on tender and project needs.
